They would be the same code as any other residence in NM. The NM modifications to the IBC are online at
http://www.rld.state.nm.us/cid/rules-and-law.htm and the plan review specifications for electrical, plumbing, and mechanical are at
http://www.rld.state.nm.us/cid/PDFs/Electrical,%20Mechanical,%20Plumbing%20Plan.pdf and are discussed in general at
http://www.rld.state.nm.us/cid/planreview.htm where they say that if your electrical service is under 400 amperes, no problem. For mechanical and plumbing the criteria is for commercial buildings.
Getting a ruling on where papercrete falls might be iffy. Since it is not flammable I think standard methods would suffice. Are you planning on using cable or conduit? If cable, be sure to derate for heat buildup if it is encased in pc.
