[papercreters] Frindly Officials

Don't read too much into that.

1. We haven't done anything to publicize that database.
2. Very very few people have attempted to build code approved
papercrete structures.
3. Winter set in shortly after the database was created, so few new
projects have begun since the database was created.
4. The guy that created that database is a goofus.
5. People who know the friendly officials are the same ones that are
busy building stuff and aren't stressing about documenting details
online other than pictures, videos, and stories.


There are many officials that are friendly to the idea. We simply
haven't had anyone put forth the effort to try to find them and
document it.
