As a shortcut, you could talk to a "tree trimmer" company, see if you could hire the use of one of their chipper-machines for a couple hours (offer a crew to show up with a few cases of beer after a job if they'll toss your cardboard through the chipper)...show up with a monstrous stack of cardboard (to throw into it) and something to catch the output as it comes out. That'll give you the shredded material. It's a good start at a fraction of the cost of buying those packs of blow-in material.
