Concrete is made from portland cement mixed with gravel and sand and a few other additives. Papercrete is made from portland cement mixed with paper pulp and a few other additives.
You can definitely get portland cement in TN. It will probably cost between ten and fifteen dollars for a 94 pound bag.
Think of it like a cake - portland cement is like the flour, concrete is like the cake.
