I have also found rinsing my hands with vinegar after washing and then applying olive oil keeps them from getting dry and cracking.

Portland cement is also caustic. It will burn your skin and lungs so in addition to a good dust mask you should wear rubber gloves when handling it.

With that said, it is fairly benign. I often handle wet papercrete with bare hands and find that a good wash up afterward and a little healing lotion will help prevent reactions. Taking care of the dust you might breath is not so easy, imagine tiny concrete balls in your lungs.
