I think it is pretty obvious what alternative builders need to be doing right now.

"Build structures that require no fossil fuel based heating or cooling with local materials."

It is irresponsible at this point in our energy collapse to be using materials from far away. We will have to make due with what is near us and put together structures which we can maintain without the help of any utility companies. Since alternative building materials require such a massive amount of labor we will just have to wait for the unemployment rate to rise a little more so folks have time to work on their homes. 

Paper is a easily accessible material pretty much anywhere in the US. The insulation value is enough to remove the need for additional heating/cooling. Domes are extremely energy efficient structures that are inherently strong and easy to build. You might just see more of them in inappropriate locations.
