Papercrete is not in the codes. If you are building in an area where the codes are enforced then you can either just do it and hope to slide by, or you can work with the enforcing officials and see what will satisfy them. That may involve hiring an engineer and persuading him to approve plans for you. With engineered plans most building officials are relieved of liability and will let them pass.
For practical purposes that means if you live in a city you are probably out of luck without an engineer. If you live in a rural area you might be able to do just about anything you want.
