I don't live in an arctic region and it doesn't often get below the teens here, but I have worked with papercrete in below freezing weather. There didn't seem to be any problem other than it was miserable getting wet in that weather. The last batch I did a couple of weeks ago froze the first night and now that it has cured for a while it doesn't seem to be affected at all.
If you keep it dry, pc should perform as well as any other insulation. Considering that pc runs in the range of R3 per inch of thickness, you would probably want lots of thickness in that kind of temperature. Have you done any heat loss calculations on a building you are thinking of? Things like doors and windows, slab insulation, roof material and color all affect it, along with the amount of exposed area.
