I don't have any structure in mind, I am thinking built from scratch. I thought covering a mobile home with strawbale would be a good idea, papercrete would also seem viable. I was wondering about the snow banks which can cover a house, and spring thaws, as well as the cold temps.

If you keep it dry, pc should perform as well as any other insulation. Considering that pc runs in the range of R3 per inch of thickness, you would probably want lots of thickness in that kind of temperature. Have you done any heat loss calculations on a building you are thinking of? Things like doors and windows, slab insulation, roof material and color all affect it, along with the amount of exposed area.
