That predates the claim that papercrete was invented in 1928 by some American. It appears that pc has been rediscovered independently several times in the last century or so. There are also companies in the US that make a cement board cladding. It is very similar to the papercrete we make, with much compression.
Before anyone gets excited that this means you can now get a permit without trouble, not so. Any product like this has to be made to strict specifications and tested periodically before it is approved. And that approval would be for a specific use - pressed fiber reinforced cementitious panel - and that would never cover a home user making random mixes and dumping it into forms.
