Would this one work for papercrete?

Also, I will ask a question that will sound lame but what is the difference between a hammer drill and a regular one?
Evelyn, I've been a carpenter/contractor for about 30 years now and I
can tell you if you use either of those metal housing drills in wet
slurry you could get the shock of your life, I've had it happen with
metal housing circular saws upon a metal ladder. It hurts like #*&^$@!)
really bad.
I don't reconize the brand of either drill. But the price is right if
your not going to use in water.
Bob, or just my 2cents worth.

If someone is online now...I'm looking at a couple of 1/2 bit drills on
ebay....which one would be best? I went to homedepo today and the
cheapest
one was $70.00. I didn't want to spend that much at this time.
