It may be as much perception as time frame for duration of the downpour.
Here in the northwest, we'll get 5 inches of rainfall per month when it's
rainy, but over the course of the month, it's just normal weather. If, on
the other hand, we get an inch or more in 24 hours, it's really comin' down.
If it happens a couple days in a row, we have flooding. We can get the same
amount of water for the month, but if it's evenly spread out the soil has
time to absorb and filter it. If it happens fast, there's no time for it to
be absorbed and it's nearly all runoff.

In keeping things in perspective . . . the top of Mt. Waialeale in Kauai has
400" of rainfall with the record being >700". I still wouldn't hesitate to
build a papercrete building there . . . as someone already commented, it's
the overhang that's going to make the difference.
