Uhhhhh... I think you're reaching a bit on trying to factor in the R
factor of the rubber.

To form a foundation, you'd need to stack the tires in a running
bond. That produces a consistent pattern of breaks in the rubber
along the surface of the wall. Then there is the whole issue of
having tires that are slightly different sizes.

The R factor of the rubber in any tire wall (earth or rock filled)
would probably be negligable. JMHO

If you want to insulate a foundation you'll want to wrap it on the
outside with something. XPS, is the industry standard product and is
very effective.
