By the way, I tried to locate these guys when I visited Silver City last month. I had forgotten to bring my copy of the article, so I didn't have their names. I couldn't find anything resembling a papercrete factory anywhere. I finally stopped in at a green building supply store downtown, and they had kinda sorta heard of those guys, but they had not gotten their project off the ground.
Turns out there was a papercrete house being built a couple of blocks away from the store where I got the info, so I walked over there. Pretty cool. It's being built in a "normal" neighborhood of stick frame houses. Papercrete is allowed under the Silver City building code, so y'all might want to get a copy of it.
