It all depends upon the papercrete mix in question. The more cement in the mix, the stronger the fully cured and dried block will be when it gets soaking wet again.
If you want to recycle chunks of papercrete, it's best to recycle them before they setup and dry out completely. Like the next day or at least within a week. The longer you wait the harder time your mixer will have breaking it down.
In my humble experiments I habitually clean up my work area at the end of each session. As I clean I put all my spills, scraps, and such into a bucket of water so I can make a "pot luck" recipe block the next time I get to mixing.
