Thanks...now you have honed in on the crux of my question.  A gallon of dry, shredded paper, by weight or volume, is different from a gallon of soaked paper, i.e., paper mash, and certainly weighs less than the same gallon container of cement  This is where I'm getting  confused...thankful I'm not building a house!  Can you possibly clear this up for me?

The whole point of giving the recipe as a ratio is that you can use what
you have to measure as long as you are consistent.  So, if you have a
scale that can handle it, use weight.  Or bucket measures, or shovel
measures or a measuring cup if doing small test batches.  So, if you are
using a gallon measure, use a gallon measure just be consistent.
