It comes to volume, You have a lot more celluloise fibers than clay or cement. I do nto know the origins or thought process that went into the original papercrete ideas using but cement is cheap and available. 100 pounds of drilling mud cost about 15 dollars compared to 9 dollars for 94 pounds of cement. If you had good clay on your property then by all means use it. But it takes longer for clay based PC to dry. Just keep the ratio 1-1 by weight.
