http://www.youtube.com/watch?v=96a-E9Bsp4sIt looks like it.
I took the YouTube video description and ran it through Google Translate.
translates to
Arbolit - lightweight concrete based on cement binder, organic fillers (up to 80-90% of the volume), and chemical additives. Also known as drevobeton. As the organic filler is used chopped wood (derevobeton), fire flax or hemp (kostrobeton), crushed or broken rice straw cotton stalks. For the mineralization of the filler using calcium chloride (food additive E509), calcium nitrate, water glass, or other substances that block the adverse effects of organic substances on the cement.
I realize they probably have added other organic materials into their blocks as well as paper or something close to paper fibers.
Considering the imperfections in the translations often generated by Google Translate, I think it's reasonable to consider this the first DOCUMENTED instance of papercrete in Russia, or at least in a country that uses the Russian language.
There are several other videos showing more of the flame testing.

(The last 2 videos)
I don't speak Russian, but I can imagine what they are saying.
"Dude... it only charred the surface. It didn't burn."
"Yeah, that's weird. Now what do we do?"
"I dunno."
"Hey!!! I know!!! Lets see what happens if we pound the crap out of it!!"
"Awesome, Dude."
"I think there's a big hammer over in the back of my truck."
"Cool. Can I have the first swing?"
"You'll put your eye out Kid."
