Probably not the first.
Take a look at this one and translate the comments.
I would guess it is shredded wood fibers in the concrete.

I took the YouTube video description and ran it through Google Translate.

translates to

I realize they probably have added other organic materials into their blocks as well as paper or something close to paper fibers.

Considering the imperfections in the translations often generated by Google Translate, I think it's reasonable to consider this the first DOCUMENTED instance of papercrete in Russia, or at least in a country that uses the Russian language.

It's always great to see someone new to papercrete performing the old "WHACK IT WITH A SLEDGE HAMMER" test procedure.  (The last 2 videos)

I don't speak Russian, but I can imagine what they are saying.
