Not quite. Energy is required to convert water to vapor. Energy is
RELEASED when vapor is converted to water.

I don't know enough about the physics involved, so no opinion on
specific numbers. However, I know the machines do exist to support
the theory, just not based specifically on a wind turbine. If someone
