The best ratio I could get with that set of pulleys is 4.5:1 giving me a blade speed of about 383 rpm. In the test video (http://www.starship-enterprises.net/ScissorsDrumMixer/) they aren't as fast as I expected but I'm certain I'll need a top to prevent lots of splash. I may do a quick redesign of the blades, a couple of hours work.
I don't think power is going to be a problem with a 1 hp motor with a mechanical advantage of 4.5:1 but excessive speed may be. I'll know in a while, I'm on a break : )
Spaceman, This is just theory, but it looks like your "cutter blades" are going to turn too fast. The pulleys look like about a 2 to 1 slowdown. So if the motor is 1100 rpm, the cutters will spinning about 500 rpm. You may need a jack-shaft to drop it down further. It would also increase the power of the cutters. Just guessing.
