This product probably has paint type additives to the lime and shredded paper to make it spreadable. If you mix just lime into water to make a putty, and soak chopped paper in it for a few weeks you get a very spreadable mix...like soft cottage cheese.... it clumps apart, tho if laid on too thin, so when troweld onto a wall or roof it must be "joined" with no big gaps,,, but as it evaporates the water and air cures it stays together and becomes as hard as limestone again, and won't burn. if soaked in rain it may soften up, so in the celluloso it must have agents that waterpoof it too.
or you can place a coat of 'waterglass' on it... read up on this stuff, a gelatinous liquid, about $35, gallon used to go over natural clay and paint walls.I coated a metal drum with the lime+paper mix, and coated it ith waterglass, and it sits outside in the garden as a big planter, in our rainy PNW and the plaster is still dry and perfect, no erosion.
its an idea for a cheap, light reflecting, burn resistant coating for any material it can stick to. ( on the steel drum I first did a coat of asphalt emulsion then embedded fine mesh netting and then sawdust crete as the under layer to hold the lime+paper .. it really works great.
Look at chemicals in paint mixes USA has MSDS for all products manufactured..it tells what the materials are. if ther is something similar you can look at it may say, except for proprietary components.
