I use a 1 bag cement mixer. I found that newspaper breaks down the best - no high quality paper or the glossy stuff. The smaller the pieces the better. My mixer will mix a 30 gallon pails worth of shredded paper at a time in about an hour. I add about 2-4 cups "Borax" and 2 cups flour. I've been spraying it on a garage I've just completed. About 1/2 to 3/4 of an inch at a time, letting it dry completely between applications. Works overhead or on the walls. Dave

I can see how shredded paper would be a big plus - I've made some batches with newspapers that have soaked for over a month; foul smell, and they are just as difficult to pulp as papers that have soaked for a minute.. But, once mixed with cement, the smell dissapairs.. Papercrete is great:-)

I can't imagine mixing with a shovel, that has to be a back breaker for sure. A cement mixer will eventually work, but in my experience it takes a lot of time compared to just about any other method, and is a big energy hog for the pc you get. Shredded paper would help.
With that same bucket you might try an inexpensive plaster/mud mixer blade, from just about any hardware store. It chucks into a drill, the more powerful the better, and will pulp the paper while helping you build up your biceps, lats, and abs :) A few years back a couple of grandmothers posted that they were using a plaster blade in a drill press, with a bucket. I bought my drill press from Harbor Freight a couple of years ago for $35, so if you can find a sale like that then you're mixing for less than $50 with the plaster blade.
Another way is with a power spray washer. Curtis (on this list) did this years ago, and showed me. I bought an expensive washer, and it worked great, but since then I have talked with a couple of people who say one of the cheaper $100+ 1,200psi washers like you can get at Harbor Freight work fine with a zero degree nozzle or a rotating nozzle even better. that's a lot cheaper than a tow mixer. Hum, that's the second time I mentioned HF, I have no affiliation with them, just that they are a source of cheap (and CHEAP) tools.
The scissors mixer I recently made ( http://www.starship-enterprises.net/ScissorsDrumMixer/) is another way to go that you could possibly have made by someone who welds, for the cost of a few hours of work. Mine is being revised since Charmaine posted photo and a good description of the original by Mike McCain. Mine is a bit too large and robust, and I'm remaking it on a smaller scale.
