With that same bucket you might try an inexpensive plaster/mud mixer blade, from just about any hardware store. It chucks into a drill, the more powerful the better, and will pulp the paper while helping you build up your biceps, lats, and abs :) A few years back a couple of grandmothers posted that they were using a plaster blade in a drill press, with a bucket. I bought my drill press from Harbor Freight a couple of years ago for $35, so if you can find a sale like that then you're mixing for less than $50 with the plaster blade.
Another way is with a power spray washer. Curtis (on this list) did this years ago, and showed me. If #2 doesn't work, try http://www.starship-enterprises.net/files/MVI_fixed_0002.mpg. I bought an expensive washer, and it worked great, but since then I have talked with a couple of people who say one of the cheaper $100+ 1,200psi washers like you can get at Harbor Freight work fine with a zero degree nozzle or a rotating nozzle even better. that's a lot cheaper than a tow mixer. Hum, that's the second time I mentioned HF, I have no affiliation with them, just that they are a source of cheap (and CHEAP) tools.
The scissors mixer I recently made (http://www.starship-enterprises.net/ScissorsDrumMixer/) is another way to go that you could possibly have made by someone who welds, for the cost of a few hours of work. Mine is being revised since Charmaine posted photo and a good description of the original by Mike McCain. Mine is a bit too large and robust, and I'm remaking it on a smaller scale.
