While we are on the subject of various types of mixers, I'd like to mention that we have had a member build a manually powered hand crank mixer out of old bicycle parts before.

I'm not suggesting that this is a practical method to make large amounts of papercrete. This mixer is more appropriate for small quantities where someone doesn't want to burn fuels or electricity. It also maximizes the novelty and fun factor.
I think converting an old garage sale bicycle so someone can use their leg muscles to power a 5 gallon bucket papercrete mixer could be a fun and interesting project if someone is so inclined.
For an artist that is selling, displaying, and making things at a fair or some other public venue, this might be a tricky way get free helpers to do the mixing for you.
