I haven't stuffed any gaps with hay and manure, only filled the insides of the tires. For the gaps outside of the tires behind the chicken wire the plan is to use empty soda bottles and such. Then papercrete the outside. The plan also is to leave the round holes in the tires on top open for planting. I've seen some good info on planting in tires online, this would really just be covering the outsides of the planters with papercrete and shaping the whole thing as a wall. You could look at it that way.
I think it'll work, guess I'll find out.
