Easier to construct, perhaps.
Not easier to use.
What happens when you throw a big stack of phone books or other paper in the mixer tank before revving up the throttle and stall the engine? How will you restart it with half a mixer load already in the tank?
What about restarting after you run out of gas?
Sure you can dump the load and start over, but it makes a lot more sense to be prepared with a clutch or a hoist mechanism before you find yourself staring a big mixer full of heavy wet half mixed slurry and a dead engine.
We're not talking extreme complexity here. A salvaged clutch will work just fine. It doesn't even have to be in great shape. No need to worry about a rusty pitted clutch plate or flywheel. A smooth comfortable ride is not really necessary.
Dead string trimmers and chainsaws are everywhere. The centrifugal clutches are easy to work with and extremely inexpensive.
Total added cost to a mixer could easily be under $10, perhaps even free with some sensible scrounging. The saved headaches and saved extra labor from needing to empty even one mixer tank to restart an engine only to dump it all back into the tank and mix it all over again would pay for the parts with interest in my humble opinion.
Of course, if you go with an electric motor, you don't need to worry about a clutch at all.
