Cardboard is immensely strong and tremendous amounts of it are
available in the "waste stream". An interesting aircraft spar design
which is the portion of a wing that carries the entire load.....
consists of blue foam laminated into a long beam 8" deep, and perhaps
half that wide. The top is a wood "cap strip" glues into it, and the
bottom likewise is a cap strip glued into it. Blocks of wood are used
at the root end where it attaches to the aircraft in lieu of the foam,
and the attachment fittings bolt through these. It is an inexpensive
and elegant design, and has been in existence for many years with NEVER
a single failure I know of...... and I would have heard about it had
there been.
Cardboard as a core, wood caps...... would be similarly strong and
simple, though I'm sure your dimensions would be considerably larger.
My only concern would be keeping it dry.
