I weighed a stack of paper about ten years ago, but quit weighing and went to measuring the stack of newspaper like you. With shredded paper I just fill the mixer and top off to taste.
You are probably coming out about 1:1 or better with that 24" stack and half a sack of cement, each about 50 pounds. Nice strong pc.
