The only light at the end of the tunnel is that Home Owners can still get a permit to build their own home and by state law they can do their own wiring, it's gray area whether or not they can do their own sewer and water, they cannot do their own gas or HVAC. The reason for the gray area on the plumbing, is by law they cannot tap into city sewer lines or public water lines with out a license, other wise they can plumb their own house,  if they can get a plumber to sign off on it so he can tap the sewer and water lines. All this is in the name of PROTECTION for us the masses. It's like the Unions, when they first started out they were a God Send, but too much of a good thing often goes wrong. I still think Papercrete as an infill will pass any state codes as long as the building it is infilling passes IBC, which IRC falls under.
