I probably need to tweak that statement just a little. Just as in any profession there are "pricks" and want to show their authority. This is true just about anywhere someone has a job to do.  But mainly the code enforcement officers are trying to keep everbody safe, the home builder as well as their neighbors. Their job entails a lot more that just inspecting how a building is construstructed, they have to look at all the trades, the Electrictions, the Plumbers and the Mechanical or other wise know as heat vent and air conditioning or "HVAC". And if all that is not enough of a headache, they also have to enforce the part of the code that says you have to keep your grass below 12", you can't keep animals in your yard, you can make a junk yard out of your side of the street, every car parked in your yard over night, has to have a current tag, you can't build just any kind of a fence any height you want it just because you want to, you have to keep your house liviable even if nobody lives there, the doors and windows have to be secure and the roof can't have any holes that would let birds and other animals take over.  They have to respond to every citizens complaint about their neighbor, and have to know how to handle the situation. It really a job nobody in their right mind wants to do, but somebody has to do it. For every one enemy they make because of some decission they had to make, they make ten friends for taking care of the problem. But all this said, there are probably some pricks out there that are like "Barney Fife", they only have one bullet and by gosh their going to use it.

Other wise known as building inspectors, these folks are not "Pickey"
 they have a book of codes that their city fathers have adopted, and
 their job is to enforce those codes and nothing else. It is not just
 their choice as to what is code and what is not. It is a written down in
 the city ordinances.
