[papercreters] latex paint

I've read several posts about Latex Paint being added to the P/C mix for waterproofing. BUT….
could or should, the Latex paint be added during the pulping process B/4 you add the sand, cement etc. so the paint gets mixed with the paper/cardboard and has time to coat/soak in to the fibers. It seems to me that the paper part of the mix is the part that needs to be waterproofed.

Reasons:
1. The paint is just used where it's needed… in the pulp
2. You'd use way less paint
3. The color wouldn't be so pronounced in the finished product

Has anybody tried this or am I all wet?
Comments please
Thanks!
