Try you local fire department.  They will assist if they have a fire inspector.  Also try an insurance company.  The issue is of great importance with them.  I am considering using papercrete but I need data reports that will satisfy engineers.  I can do all the tests.  I have done all the tests on CEB blocks.  It is easy.  The proof is easy to document.  But I am not an engineer.

Doing a flammability test (even just a video) seems like a reasonable solution if no lab data can be obtained. I will propose it.
