Quote from http://franktross.com/weld_concrete.asp

"For Strengthening / Hardening: Concrete blended with Weldbond can
withstand heavy wear and vibration.
Just mix 1 part Weldbond with 10 parts water, and use as the water
portion, to make up your premixed concrete. Then follow concrete
manufacturer's directions. The SHEER STRENGTH of concrete will
increase up to 1200%, and the COMPRESSION STRENGTH up to 38%."

Again from http://franktross.com/weld_concrete.asp

"As a Sealer: Weldbond seals concrete, masonry, brick & motar joints
(or any other porous surface). Great for sealing in concrete dust!
Use prior to painting and save on a coat of paint! 1 gallon (3.7
litres) of Weldbond, once diluted covers 2200 square feet (54 square
meters). Just mix 1 part Weldbond with 5 parts water, and brush or
roll over surface. Results in a non-slip matte finish. Test to make
sure surface is porous, and is free of oil, gas & film deposit."
