Here is a study of some. However, you will note that they specify
they are hydrocarbons. Bitumen = Asphalt (asphalt is the common name
in the US, bitumen out side of the US).

All depends on your defintion of toxic. About 12 states say it is,
the rest don't think so.

Lastly, there is an interesting discussion on the wiki
(http://en.wikipedia.org/wiki/Asphalt) about using vegetable oil
derivatives for the same purpose. Personally I would find these
easier to justify using than a by-product of the petroleum industry.
