[papercreters] Fireproof ratio question for papercrete

Hi,
I am new to the group, thinking of building a papercrete shed for the
chickens this spring (we live in vermont). I've been reading "Building
with Papercrete," and I have a pretty good idea of how to get started.
However, I am concerned about flammability-- it seems the general rule
is a 4:1 mix of portland cement to paper. My question is, are these
dry weights? If I use 60 lbs of paper, does that mean I should use a
minimum of 240 lbs of dry cement or does this mean that the standard
60 lbs of paper with 254 lbs of wet cement (94 lb bag with 160 gallons
of water) is fine?
I'd appreciate any insights on the matter.
