Excuse me, but basements can leak like a sieve. Many have sump pumps in
them, and still have problems. I grew up with basements, I know how bad
they can leak in an unusual storm. Hurricanes and tropical storms dump
enough water that a basement would leak. It is the rare basement that
has never had a leak. I am from a part of the world where basements are
the norm, I have had lots of experience with them.

No, they don't leak daily, except during monsoon season which all part
of the world occasionally experience.

Earth bag construction is just as cheap, as is using used tires for
earth ship construction. Both are better options in this case. And,
then you could use papercrete on the inside for a final plaster.
