I think what you wish to do is something like what was done in a Mother Earth News article back in the 70's. Go to their web site and do a search for cement tipi and you should get something. There is also an article about a cement dome type building erected about that time too. From what I recall, they just used portland. But best read the article first.

I am looking for a recipe for Petrified Hessian (petrified burlap). I
know it is made from cement, lime, alum and salt applied to hessian
(burlap) but I have been unable to find the amounts anywhere. Any help on
this topic would be greatly appreciated. My plan is to use this as the
external coating and papercrete as the internal, due to getting rain for
3/4 + of the year here.
