Cardboard has been used way before the standard PC mix came around.
Back in the 1930s Jack Bays used chopped and soaked cardboard ( no
office paper available, like now) and he did amazing things-- floors
walls porches, with what he called Rub-R-Slate. He added asphalt
emulsion to the mix, with sand, and cement too, and his mix was water
resistant, and made a cushion-y floor.
I have tried many variations of his recipes, and it can coat anything
DRY-- like steel, or wood, and cling well, so you can plaster over it
or add onto it. more info at:

In general, if you HAVE an available material then try it! this list
has a ton of resources and recipes for people who do test materials.
