Papercrete is a material made by pulping used paper. Papercrete almost always contains various additives (commonly sand and cement) and is formed or molded to a useable shape. Looks like you might have use something like a 5 gal bucket as a slipform, maybe around one of those other poles like I see in your photos that are being encapsuated inside your PC Wall. Keep up the photos.
