I have used cardboard, but not in a tow mixer. I either pre-soak it
(usually for a few days) or use my pressure washer to pulp it before
it goes into my mortar mixer. It is tougher to use than most forms of
paper, partly because it has more "junk" in it (binders, glue, etc). I
never used it 100% as a mix, but it did not seem to affect the
strength of the mixes I did use it in one way or the other. Probably
the highest concentration I ever used was about 15% cardboard of the
whole mix (the remaining paper is a mix of junk mail, newspapers and
magazines).

Not sure how much help that is, but there you go.
