With a full sized blade I could not get this one to start in water. I certainly did not want to start it outside the barrel, or fill the barrel as it was running. Many lawn mower engines depend on the blade to act as a flywheel so a shorter one might not weigh enough, though I did not try one. Maybe a shorter blade with weights?
I eventually replaced the engine with a 1hp electric motor with 9" crossed curved blades, and it works fine.
