Not exactly correct. Hudspeth County is in the great Republic of Texas which has state codes that apply throughout the state. However, in many places there is no enforcement, Hudspeth being one of those areas. I live about ten miles from Hudspeth County, in El Paso County, and there is no enforcement here except within cities. So far all the inspectors stay in town.
Texas is the only state that is permitted to fly its flag at the same level as the US flag, and reserved the right to leave the union at any time after a majority vote. I wasn't born in Texas but I got here as soon as I could!

Hudspeth County, Texas. Adjacent counties included, also into New Mexico. A good deal of the southwest allows storage buildings without permits. A person could really get creative with a handfull of storage buildings arranged in a wagon wheel and fencing ;)
