That should be to your advantage if you get to know people. Often they
will be HAPPY to give you their already shredded paper and their used
newspapers. I am just talking about your neighbors and folks in your
circle of friends. I generate enough paper from just my own newspaper
subscription, junk mail, and household packaging (cereal boxes,
cardboard packaging, etc) for experimental purposes. And if you throw
in the people who save me shredded and other papers...

You can also buy pulped cellulose insulation as another option. Not as
friendly environmentally and it costs money, but it could be a supplement.
