Do you really need it to stick to your base form? Thick enough (3 to 4 inches) it will stand on its own and support it self that's why I ask. If you really do not have a function for the frame and cardboard inside all you need is a good coating of lime paste or latax paint to keep it protected. That is if it's going outside and your not putting any heavy weight on it for some reason. Besides then you can use the form over and over to make more domes of course you will have to replace the cardboard from time to time if its not wax coated. Tarp strips could be used to protect and aid in release from the form also you will get a nice smooth inner surface in the bargain. Just food for thought.

if the cardboard is plain, not wax coated, the wet PC will warp and curve the shape of it. if you have flat sheets of cardboard then laying down a netting- like the sticky back fiber tape on drywall, will give a 'tooth' to hold the pc.
or I use dress netting, cheap at 70 cents per 6' wide yard, so it covers a lot, and I either staple, glue, or tack down with lime mortar, then cover with a layer of papercrcrete.
OR use a light clay and lime plus fine sawdust mix as a plaster FIRST coating, then leave bumpy to accept the next PC layer.
I have used the Chinese recipe Lime+ paper plaster over cardboard cones and molded forms[ that support wash machines in delivery boxes]. I had planned these as ceiling molding, by coating them with a lime plaster.
a very wet mix will soak & distort the cardboard, but a too dry mix is hard to make stick.. experiment
people have made big sandwiches with layers of cardboard and pc, to make thin inner walls.
