I am wondering if anyone has any ideas what we might want to do. It'll be located in a dry climate so rain isn't much of an issue but there maybe thunderstorms and a small amount of snow in the winter. I am thinking maybe we coat the whole thing at the with a thin layer of concrete or something to make it smooth.

I am not an expert on the subject of papercrete but I am BB courts.
Don't do it! If you want a recycled court find a school replacing theirs and offer to pull it up cheap or for free. If you need help on how to do it write me.
It would be a good place for a ferro cement roof as well.
