The Rub-R-Slate is a good choice. Others have used Dry-Lock, a latex cement sealer or StoneForte, a latex based stucco coating designed for cement. Latex
paint will not stick for long enough for a roof.
Eric Patterson's 1991 dome has several different coatings. The latex paint has failed and been mostly recoated. Barry Fuller, myself and a few others have used Dry-Lock in Arizona.
Much of the coating decision depends on one's budget and interest in repetitive maintenance. A low-cost coating like latex paint will need to be recoated more frequently than something a little more costly up front, like Dry-Lock. For a long-term seal on a flat roof a multi-layer coating is best, something like this:

The only person I know of who has done long-term tests of a number of coatings is Clyde Curry.
