"Essentially Jack discovered that using asphalt (hot mix), OR Asphalt Emulsion (AE) mixed with clay, shredded cardboard and/or sawdust and other dry materials like sand, cement, plus some other additives, gave a hard wearing but extremely foot comfortable substance good for floors and roofing. It can be poured, troweled, rolled, sprayed, tamped, stamped and molded while still drying.
Jack even describes coating sheets of paper/cardboard with it to premake panels for laying as floor tiles, or wall surface. It can also be used for a damp proof course"

I carry the Jack Bays original RRS Lessons and his NUway building book,,, on CD. His granddaughter is happy to see it out there to help people. it was big in the 1930s when stress matts and anti fatigue mats were not invented. he used this stuff in combo woth clay- ement- sawdust- etc.. and so I was excited to try it and use it too. you can pour a hard floor of earth stabilized, or coat a roof. in the PIC online at the link you see a funky carpet rook, coated with a RRS mix, then a stronger coat as the final waterproofer.
you can read a bit more here... and I have done a lot of tests and plasters with AE in te clay and sawdust, and just painted my cement slab floor with straight AE- so I can lay down a granite floor on top of it. most straw bale folks with a slab floor coat with AE to waterproof from the ground up moisture.
Bitumen ( AE) and other waterproofers have been used for centuries, many purists wont use it, but it is a matter of choice. AE in a can is: water- clay ( bentonite fine clay) and "tar" essentially the crude tar as it comes from the ground-- made into a "pudding" you can add more water to thin it, but clean tools right away, it dries hard as a rock on everything.
it is not treated with chemicals... and while it does have a smell- that familiar road tar smell-- the smell goes away, and the material is considered NON toxic--- please read the MSDS on line or on the can to confirm.
