I think you will have a lot of trouble pulping you paper with that small amount of water. Papercrete is not at all like concrete, and with most mixing methods you need a lot of water, which later drains away and leaves your cement and other additives in the paper. It's not like bread dough, it is more like pancake batter or oatmeal.
