Pat makes a good point.

This particularly applies if the contents of the tank are intended
for consumption or for domestic hot water use.

"x" designated this tank to be a 1000 gallon solar tank. If that
means it is intended only as a closed loop recirculating heat storage
tank, then a few impurities in the water shouldn't make a big
difference as long as those impurities are not excessive and will not
damage the pumps, piping, or other equipment in the system.
(solvents can cause big problems.)

The moment you open the loop and the contents of the tank have the
potential for exposure to people, animals, plants, or discharged to
the water table or the environment, it's important to be certain that
the water is appropriately clean.

It never hurts to give things a good cleaning no matter what the use
is.
