Assuming someone was going to be using lime or borax in their
papercrete recipe anyway...
What do you think of simply adding an appropriate amount of lime or
borax for the size of the greywater collection tank?
You could simply allow the water to collect and I be the lime and/or
borax would solve the bacterial issues. You might want to give it a 30
second stir a couple of times per week.
Keeping the tank shaded and relatively cool would help also.

From what I've read about gray water it should be no problem unless you
store the gray water for more than a very short time. The recommended
maximum is 24 hours, though it takes the bacteria somewhat longer than
that to turn it into black water. It will start to stink and give off
hydrogen sulfide which is toxic and corrosive. Try filling a bucket
with gray water and letting it sit around for a couple of days, and see
what you get.
So, you'd need a source of gray water adequate for your mixing needs
without long term storage.
